Troy Lair, Founder, CEO, Principal Consultant

Troy Lair is the founder of The Compliance Doctor. A native of Kentucky, Troy provides his clients with more than nineteen years of executive health care experience with that special southern hospitality style in the delivery.  His experience includes running an outpatient HIV/AIDS Infectious Disease Clinic, serving as the Director of a three hospital system Health Information Management Department, functioning as the Associate Administrator for a Human Organ Procurement Program, and serving as Chief Nursing Officer for St. Luke Medical Center in Pasadena, California.

Nicole Brown, VP Business Development

Joined the team in February 2006. Fresh from Connecticut and fresh to the healthcare industry, Nicole earned her stripes in the cosmetic industry. Chosen for her organizational skills and attention to the smallest detail, it is her communication skills that have made her the client's first choice.

She has worked very hard at building relationships with clients, and establishing trust with our industry vendors and regulators. Our hands on point person on applications for facilities that need to be Medicare and Medicaid compliant. Nicole has responsibility for collecting and overseeing the preparation of all the paperwork required when submitting an accreditation application. Her record of getting things right first time has won her the respect and cooperation of the people we rely on for the speedy processing of your application.

D'Arcy Castro, VP, Human Resources

From upstate New York, D'Arcy attended Pace University in New York City as a business major before studying nursing at Ulster County Community College in Kingston, NY. Her nursing career has spanned several hospitals in different areas such as Unit Coordinator, Telemetry Tech, Oncology and ICU coordinator. Moving to San Diego, she worked for several health care companies, including administrative capacities. She received her medical billing certification which allows her to start her own medical billing company. D'Arcy has helped build an OR Surgery Center in San Diego as well as a clinic to support it. D'Arcy also has a Human Resource certification from Villanova University and is a member of SHRM (Society for Human Resource Management). She was instrumental in the development of HR and Payroll systems at several surgery centers. D'Arcy has been part of The Compliance Doctor's team since 2007 where she lends her expertise in the management of human resources and payroll.
